A substitution can mean fresh legs in the same role, or a completely different tactical plan sent on with a single player.
A like-for-like substitution keeps the system exactly the same and simply refreshes energy in a specific role: a tiring winger replaced by a fresher one running the same position. A tactical substitution changes the plan itself: switching formation shape entirely, adding an extra attacker, or shutting the game down with a defensive body.
The same substitution window can be used two very different ways: simply refreshing energy in an unchanged shape, or using the stoppage to reset the team into a meaningfully different one.
The same substitution made ten minutes earlier or later can have a completely different effect: too early risks needing a further change later with no substitutions left, too late risks running out of time for a fresh player to actually influence the match.
